WoW Forever Horde or Alliance: Faction Balance Explained
Blizzard says World of Warcraft: Forever (WoW Forever) will include systems to keep Horde and Alliance populations closer together on the PvP rulesets, and Blizzard Support says creation is temporarily restricted for the dominant faction there and that an account can have only one faction. During name reservation from October 27, 2026, players reported the Horde side of the PvP ruleset blocked. No source I opened gives a launch population split.
Quick answer: Faction balance is a PvP-ruleset rule: Normal, Roleplaying and Hardcore let you play both factions. Beta head counts disagree, from a Horde lead on September 20 to an even split later. TimeSaver and ConquestCapped say to settle faction with your group first. As of November 2, 2026.

Two banners hang over every crossroads in Azeroth, and the war between them is what Forever's PvP rulesets are built to keep alive.
Key facts
- PvP rulesets: one faction on that ruleset; Normal, Roleplaying and Hardcore allow both (Blizzard, October 22)
- Balance systems: similar to Season of Discovery, where new character creation could be limited for a faction (Blizzard)
- Scope: Method says the one-faction rule applies per region
- Name reservation: Horde blocked on PvP from October 27, per forum threads and TimeSaver
- Launch population: no Blizzard figure found
What has Blizzard said about faction balance?
Blizzard's September 13 Deep Dive recap says faction balance remains an important consideration for the PvP ruleset and that Forever will include systems to support Horde and Alliance balance similar to Season of Discovery. The October 22 ruleset article adds that the Season of Discovery approach was one where new character creation could be temporarily limited for a faction when more balance support was needed, and that on the PvP ruleset creating an Alliance character means no Horde character there, and the reverse. Blizzard Support's article on reserving names says that on PvP, if one faction is significantly more dominant, character creation is temporarily restricted for the dominant faction, and that Customer Support cannot bypass it. Icy Veins, undated, says Blizzard confirmed the one-faction rule in a Game Informer interview and argues the restriction stops scouting and that, without realms, Blizzard cannot rely on players moving to another server; those reasons are Icy Veins's reading.
What did the beta head counts show?
- September 20: Kami Labs, relaying a community census of about 5,000 characters, counted 2,062 Alliance and 2,928 Horde; Icy Veins says it covered level 20 characters on the PvE ruleset, and Undead led the Horde.
- October 15: MassivelyOP reported over a million beta characters on third-party trackers, with a pretty even split.
- October 28: wowforeverdata's own census found 50.9% Alliance and 49.1% Horde on the beta's PvP realms.
These are different samples, so they do not contradict each other cleanly, and none predicts launch. TimeSaver says beta ratios should not be treated as a census.
What happened at name reservation?
Forum threads from October 27 report Horde creation blocked on PvP, and TimeSaver says the block switched on and off. ConquestCapped, a commercial site with no usable date, adds that Alliance on Roleplay-PvP was reported closed at times in Europe, and wowforeverdata mentions one such player report. Blizzard has not published a threshold or end date, per wowforeverdata, and TimeSaver says Blizzard has not said whether the limit continues at launch. Message wording is in our name reservation errors guide.
Which faction do named sources recommend?
Opinions differ, and two of these sites sell boosting services.
- TimeSaver (October 20): for duels and world PvP, Horde has the edge, citing the Forever Open, where 17 of 36 finalists were Undead; it notes that was 1v1 at level 30 and says little about battlegrounds. PvE is close to even. Friends and guild come first.
- ConquestCapped: the best faction is the one your group sticks with; it says community beta tests put the PvE damage gap at about 1-2%, with Human giving Alliance a slight edge.
- Method: most new players should choose Normal, and it notes concerns that RP-PvP will become the second-faction server for PvP players.
- wowforeverdata: do not rush an Alliance PvP reservation if you want Horde there; use another ruleset if PvP is not essential.

What is not confirmed yet
- The launch split, and the threshold that triggers a limit.
- Whether the limit applies on November 4; see launch day queues and errors.
- How limits affect existing characters (TimeSaver).
- Whether Roleplay-PvP shares the one-faction rule: Method says it mainly follows PvP rules, ConquestCapped says tests suggest so, and Blizzard has not confirmed it.
