Character Creation Throttled in WoW Forever: What It Means
"Creation of that type of character is currently throttled" is a character-creation block in World of Warcraft: Forever (WoW Forever) that Blizzard Support lists as a common problem without saying what causes it; the fix players report most is to keep pressing Finish and retry later. As of November 6, 2026, I found no Blizzard staff reply about it, and Blizzard's November 5 hotfix list has no character-creation entry.
Quick answer: Read the exact wording first. "Throttled" is a different message from "This faction is currently unavailable... due to population imbalance," which Blizzard ties to the PvP ruleset. For "throttled," players report retrying, waiting, or trying another race or class. None of that is Blizzard advice.

Key facts
- Message: "Creation of that type of character is currently throttled" (listed in Blizzard Support articles 000011685 and 000386881)
- Blizzard's explanation: none in the text I could read on November 6
- First reports: forum threads from about 23:21 UTC on November 4, minutes after the 23:00 UTC launch (Blizzard forums)
What does "creation of that type of character is currently throttled" mean?
Blizzard Support's "Cannot Create a New Character" article lists the message beside the population-imbalance and maximum-characters errors (70 characters per account in WoW: Forever), and Blizzard's name-reservation article lists it too. In the text I could read, neither says what triggers it, so its meaning is unconfirmed by Blizzard.
TimeSaver reads it as a server-side limit on new characters during the launch rush and labels that unconfirmed. The wording is older than Forever: in a November 2019 thread on Blizzard's forums for modern WoW, players say it stops repeated Demon Hunter creation, an anti-abuse measure. Blizzard's October 22 ruleset article says creation can be temporarily limited for a faction on PvP rulesets but does not use the word "throttled."
When did "throttled" start, and has Blizzard answered?
A thread titled "Throttled?" opened at about 23:21 UTC on November 4, followed by others. The largest I read had 62 posts, none from Blizzard staff; nor did "1 hour and 50 mins of throttle" or a November 6 thread asking for "an alternative to the faction throttling." The readable text of Blizzard's "Info & Known Issues" thread has no character-creation entry.
What do players say works?
- Keep pressing Finish. One poster was eventually let through and called it a bug unless you are on PvP.
- Wait. One poster was blocked for an hour while a friend on the same ruleset and faction got in. TimeSaver lists waiting, and trying another race or class, as player fixes.
- Check which message you have. One poster switched from PvP to Normal and back, then saw the population-imbalance message, and concluded "throttled" meant Horde was full. That is one player's reading.
Blizzard's October 22 ruleset article says you cannot freely switch rulesets, so treat a ruleset change as a real choice, not a test.
What should I avoid?
Do not delete characters hoping it clears the block. Blizzard Support lists "I deleted my Alliance characters to switch to Horde but now I can't create a Horde character" as a problem of its own, and says creation is temporarily restricted for a dominant faction on PvP. See the faction balance guide and the population imbalance fix. TimeSaver adds that support staff cannot lift the faction restriction; I could not read that on Blizzard's page.
What is not confirmed yet
- What triggers "throttled," and whether it is per account, ruleset, faction or global.
- How long a block lasts, and whether Blizzard has changed the limit since launch.
How can the Lore Forever add-on and Willo help with this?
Neither fixes a creation block. Once you are in, the free Lore Forever add-on (fan-made, no internet access, narration uses generated voices) gives background for your first zone, and Willo lets you ask out loud what to do first. Willo is a separate companion app for Windows 10 or 11 and Apple Silicon Macs (macOS 12 or later), per her page; her FAQ and the Lore Forever FAQ say Windows and Mac, though CurseForge still calls her a Windows app. She is free to start with 50 answers a day and can be wrong. Blizzard's pages and the in-game text are the source of truth. Both are fan-made and not affiliated with Blizzard. Name trouble: how to reserve your name; other launch errors: launch day queues and errors.
Frequently asked questions
What does "creation of that type of character is currently throttled" mean in WoW Forever?
Blizzard Support lists it as a common problem but gives no cause in the text I read. TimeSaver guesses a launch-rush limit.
Is the throttled message a ban or an account problem?
TimeSaver says no, because friends on the same ruleset get through; Blizzard has not said.
How long does the throttle last?
Unknown; players report a few attempts to over an hour.
Is "throttled" the same as the population imbalance message?
No. Blizzard ties population imbalance to the PvP ruleset; it gives no cause for "throttled."
Will contacting Blizzard Support fix it?
No Blizzard guidance for "throttled" exists in what I read.
