WoW Forever: Faction Unavailable Due to Population Imbalance
The message "This faction is currently unavailable on this realm due to population imbalance" appears when you try to create a character for a faction that World of Warcraft: Forever (WoW Forever) is temporarily limiting on a PvP ruleset to keep Horde and Alliance numbers closer together. Blizzard's ruleset article describes the system and Blizzard Support lists the message; players reported it mostly for Horde, from name reservation in late October and again at launch on November 4, 2026, as of November 6.
Quick answer: It is not an account or purchase problem. On the PvP ruleset Blizzard allows one faction, and it can temporarily limit creation for a faction. Players retry, wait, or use a ruleset such as Normal, where both factions are allowed. Blizzard has not published the trigger or how long it lasts.

Key facts
- Blizzard's rule: on the PvP ruleset "players can only create characters for one faction" (Blizzard ruleset article, October 22)
- The system: a balance approach "similar to" Season of Discovery, where creation could be temporarily limited for a faction (Blizzard)
- Both factions allowed: Normal, Roleplaying and Hardcore (Blizzard)
- Threshold and timing: not published
What does "population imbalance" mean in WoW Forever?
Blizzard's October 22 article says the PvP rulesets will include systems to keep Horde and Alliance populations closer together, similar to Season of Discovery, where new character creation could be temporarily limited for a faction. Blizzard Support lists the message under common problems in its name-reservation article. TimeSaver (updated November 5) quotes Blizzard Support as saying creation "will be temporarily restricted for the dominant faction"; the Support page's answer was collapsed when I opened it, so treat that as single-source. Wording differs: Blizzard Support says "on this realm," and players post "on this ruleset."
Which rulesets does it affect?
Blizzard says that on the PvP ruleset you can create characters for one faction only: once you make an Alliance character there you cannot make a Horde one, and the reverse. On Normal, Roleplaying and Hardcore you can create both. Roleplay PvP is not addressed there; TimeSaver says a Blizzard podcast said the restriction may apply to it, which I could not check. See rulesets and Normal or PvP for beginners.
What can I do if my faction is unavailable?
Blizzard's pages give no fix. Options players and TimeSaver report, none confirmed by Blizzard:
- Keep trying; some say the lock lifted after a few tries, others were blocked for hours (one thread title cites 9 hours)
- Wait, since Blizzard gave no timeline
- Use Normal, which allows both factions; per Blizzard, a different ruleset means a new character
- Support: TimeSaver says Customer Support cannot bypass it, single-source

What are players saying?
Forum threads about the message began during name reservation (Kami Labs cites one from October 27) and multiplied within minutes of launch; the largest launch thread I opened had 376 posts by November 6, and others asked for an official response (88 posts) or reported being unable to make a Horde character (about 120). I found no post flagged as Blizzard staff in the three I scanned, so these are player reports. Kami Labs (November 1) noted the beta census had not predicted a lock.
What is not confirmed yet
- Trigger and duration: the population gap that sets the limit, and any timeline
- Roleplay PvP: whether the same limit applies
- Faction: reports are mostly Horde, but Blizzard's page names none
Can the Lore Forever add-on and Willo help with this?
While you wait, ask Willo out loud about the first quests of the faction you can create; she can be wrong, and she does not create characters or bypass limits. She is a separate companion app for Windows 10 or 11 and Apple Silicon Macs (macOS 12 or later), per her page; her FAQ and the Lore Forever FAQ say Windows and Mac, though CurseForge still calls her a Windows app. She is free to start with 50 answers a day. The free Lore Forever add-on adds quest stories and narration that uses generated voices, and it has no internet access. Both are fan-made and not affiliated with Blizzard.
