The pirates anchored three ships south of Booty Bay, landed a scouting party west of the city entrance and built a compound along the road. Blackwater's First Mate Crazz sends adventurers to a cove on the Savage Coast for letters about the attack, and Fleet Master Seahorn sends them to raid the pirates' southern command post on the Wild Shore. Blizzplanet's 2008 article says the captured orders, signed by Fleet Master Firallon, plan an attack with ships and artillery to block Blackwater vessels. Warcraft Wiki says Seahorn then ordered a strike on Keelhaul, Stillwater and Firallon, and that both sides survived the attempts on their leaders.
