WoW Forever Endgame: Level 60 Cap and Horizontal Progression
World of Warcraft: Forever (WoW Forever) keeps level 60 as its permanent maximum, and the endgame grows sideways through new zones, raids, dungeons, professions and account-wide Legacy rewards instead of a higher level cap. Guided reports that Blizzard has no current plan for an expansion that raises the cap, Digital Citizen says growth comes from new content instead, and the first three raids open on December 9, 2026.
Quick answer: At level 60 you keep playing the same world, with more of it arriving every few months. Gear still improves a little with each raid tier, but the gaps are meant to be small, and many items are situational sidegrades. Details as of October 25, 2026.

Sixty is not a finish line in Forever so much as the point where the map stops asking you to climb and starts asking you to wander. The same roads you leveled on keep filling in behind you, with new corners of Azeroth, harder doors and old favorites made new.

Does WoW Forever stay at level 60 forever?
Level 60 is meant to be the permanent cap. Guided, writing on September 14, says Blizzard intends level 60 to remain the maximum level and does not currently plan expansions that raise it. Digital Citizen, writing on September 22, says the same and adds that future growth comes from new zones, alternate characters, account-wide perks and new endgame content. GameLuster, covering BlizzCon, describes the cap as held indefinitely.
Blizzard Watch reports Blizzard saying that "frequent major updates will evolve Azeroth of WoW: Forever for years to come." The plan, in other words, is a world that keeps widening rather than a ladder that keeps lengthening. Content can also land inside the levels you have already walked: Digital Citizen offers, as a hypothetical example rather than an announcement, that a future patch could add a zone for roughly levels 27 to 32, together with a new dungeon.
What is horizontal progression in WoW Forever?
Horizontal progression means your character grows broader instead of simply stronger. MeinMMO describes an endgame where players stay at a similar power level and collect gear for different situations, rather than chasing a single best-in-slot set. Guided, citing an IGN Nordic interview, gives examples: a raid item could add movement speed in a desert, and trinkets could deal extra damage to particular enemy types such as dragons or dwarves.
MeinMMO adds that future items are expected to be sidegrades, such as bonuses against undead or beasts. The consequence for you is a bag worth thinking about: a full set of situational items beats a single perfect one. For the gear that is known today, see WoW Forever best gear.
Does gear still get better with each raid?
Yes, but by smaller steps. Guided says new raid tiers will still offer somewhat stronger gear, while the power gaps between tiers are meant to be much smaller than in past versions of the game. Guided reports that Lead Classic Designer Tim Jones said the team sometimes pushed Season of Discovery too far, and that Blizzard does not want a later raid tier whose gear is no stronger than the tier before it. Guided ties the broader goal, avoiding a system in which new content makes every earlier reward obsolete, to a Sun interview with Principal Designer Kris Zierhut.
Older items should stay relevant for a long while. Guided gives the Onslaught Girdle as an example and says each raid boss is expected to have at least one rare, desirable chase drop. MeinMMO calls it a light item-level progression through new raid tiers, to a smaller degree than in other versions of WoW.
What is the Legacy system for at level 60?
Legacy is the account-wide layer under all of this. Players earn Legacy points by meeting challenges and spend them on benefits across their characters; Guided lists three trees at launch, Adventure, Professions and Resourcefulness, and says future updates may add more. Digital Citizen says the goal is to make leveling alternate characters worthwhile. Our Legacy system guide covers the 65 challenges and the 16-point spending cap in detail.
What raids and content arrive after launch?
None of the raids are open on November 4. On December 9, Blizzard Watch and MeinMMO list the 10-player Barrow Deeps, the 20-player Hyjal Summit and the 40-player Onyxia's Lair; our raids guide walks through each. Digital Citizen says Blizzard wants difficulty closer to Classic's preparation-based approach, built on consumables, crafted potions and reputation rewards, than to modern Mythic raiding. Hardcore arrives later, as described in the Hardcore ruleset guide; Gfinity's roadmap summary says winter, but Blizzard has announced no date. The free Lore Forever add-on gives readable zone and quest background as you travel, and the optional Willo voice companion answers lore questions; both are fan-made.
What is not confirmed yet?
- Gear resets: asked about a soft reset of gear, designer Clay Stone reportedly said it was "too early to say" in an October 8 Inven interview, as relayed by the fan site wofwforever. No reset has been announced or ruled out.
- Spring and summer details: Blizzard's roadmap gives no dates after December 9, and the raid names for spring and summer are unannounced. Blizzard Watch's early March and late May estimates are the author's, not Blizzard's.
- Level 60 itself: the beta ended at level 30, so the level 31 to 60 game and its endgame loop have not been publicly playtested.
- Community reaction: in a MeinMMO reader poll of 659 votes, about 4 percent preferred a standard endgame; the poll is self-selected and not representative.
Frequently asked questions
Will WoW Forever ever raise the level cap above 60?
Blizzard does not currently plan to, according to Guided. Guided and Digital Citizen both report that level 60 is intended to remain the permanent maximum for WoW Forever.
What do you do at level 60 in WoW Forever?
You run the December 9 raids and dungeons, build a bag of situational gear, level professions, earn reputation and Legacy points, and play alternate characters. New zones and raids are planned for spring and summer 2027.
What is horizontal progression in WoW Forever?
It is a design where new content and rewards widen your options instead of making old ones obsolete. Items often give situational bonuses against particular enemies or terrain rather than simply higher numbers.
Does gear still matter in WoW Forever?
Yes. New raid tiers still offer somewhat stronger gear, but the gaps between tiers are meant to be much smaller than in earlier versions, according to Guided.
When do the WoW Forever raids open?
On December 9, 2026: Barrow Deeps for 10 players, Hyjal Summit for 20 and Onyxia's Lair for 40. They are not available at launch on November 4.
Will there be a gear reset in WoW Forever?
Not announced. A developer reportedly called a soft reset "too early to say," so it is neither confirmed nor ruled out.
