Councilman Millstipe
Councilman Millstipe is a member of Darkshire's governing council, residing within the town hall of Duskwood. Deeply resentful of royal neglect and judicial meddling from the capital, he actively seeks retribution against criminals who endanger the darkened region.
Justice Denied by Stormwind
While Darkshire struggles under the shadow of the undead and ferocious beast attacks, its local council fights an uphill battle against the bureaucracy of Stormwind City. Councilman Millstipe represents the town's growing bitterness toward the crown. When the notorious grave robber Dextren Ward was caught selling freshly dug corpses to the necromancer Morbent Fel, Darkshire's leaders sentenced him to death. Instead, Stormwind's House of Nobles intervened, commuting Ward's execution and locking him safely away inside the Stormwind Stockade.
