From his vantage atop the Salty Sailor Tavern, Baron Revilgaz watches the bustling docks of Blackwater Cove through a custom enchanted spyglass. Flanked by his trusted advisor, the tauren Fleet Master Seahorn, Revilgaz exercises firm control over the town's cutpurses, merchants, and privateers. Originally a human settlement overwhelmed by trolls before the First War, the port was claimed and fortified by goblins, eventually evolving into the pirate-leaning commercial nexus of the Blackwater Raiders. Revilgaz ensures the port remains officially open to both Alliance and Horde travelers, strictly enforcing neutrality within harbor limits so that trade continues uninterrupted.

Revilgaz's influence extends far past the harbor docks. When business stagnated following recent wars elsewhere in Azeroth, he seized upon the discovery of tastyfish to establish the Stranglethorn Fishing Extravaganza, drawing crowds back to his shores. Across Stranglethorn Vale, he keeps a sharp eye on competitors and potential threats: he commissions sabotage against the Venture Company at Lake Nazferiti, closely monitors Nesingwary's hunting expedition and rogue human military camps in the north, and maintains racing trade ties with Monte Gazlowe and Pozzik at the Mirage Raceway.
