WoW Forever Shaman Talent Build: Best Leveling Spec and Skill Tree

For leveling a Shaman in WoW Forever (World of Warcraft: Forever), Warcraft Tavern and Method both recommend the Enhancement tree, with Improved Ghost Wolf maxed before level 20 and Stormstrike taken at level 25. Restoration is the dungeon-healing spec and Elemental is a ranged option that Warcraft Tavern describes as short on mana. All of these builds come from the beta, which was capped at level 30.

Quick answer: Level as Enhancement. Put 2 points in Improved Ghost Wolf before level 20, take Stormstrike at 25, and finish the beta-era build with Mental Dexterity, Elemental Weapons, Flurry and Shamanistic Focus. Keep Restoration for dungeon groups, and respec at your class trainer if you change your mind.

Key facts

  • Recommended leveling spec: Enhancement (Warcraft Tavern, Method)
  • Before level 20: 2 of 2 points in Improved Ghost Wolf, because Ghost Wolf is learned at level 20 (Method)
  • Level 25: Stormstrike, the main Enhancement damage ability (Method, Warcraft Tavern)
  • Level 30 Enhancement picks: Mental Dexterity, Elemental Weapons, Flurry, Shamanistic Focus, Stormstrike, Improved Ghost Wolf (Warcraft Tavern)
  • Level 30 Restoration picks: Ancestral Healing, Nature's Swiftness, Mindfulness, Water Shield, Mana Tide Totem (Warcraft Tavern)
  • Respec: talk to your class trainer and choose "I wish to unlearn my class or legacy talents" (allthings.how)
  • Talents above level 30: not published, because the beta could not be played past level 30

Which Shaman talent tree is best for leveling?

Enhancement is the tree that two of the biggest guide sites recommend for leveling a Shaman in WoW Forever. Warcraft Tavern's Shaman guide calls it the preferred open-world leveling spec because of its mobility. Method's Shaman leveling guide, last updated October 23, 2026, says Enhancement is the strongest leveling specialization, but it gives no testing data behind that claim, so treat it as expert opinion rather than a measurement.

Warcraft Tavern's leveling guide calls Enhancement "the cleanest path forward through your leveling journey" and says Windfury Totem is a boon to any group. It says Elemental still suits pure casters but suffers from "inconsistent procs and mana starvation," and it calls Restoration "sub-optimal" for solo leveling. Method names one weakness of Enhancement: its damage is tied to Windfury procs, so it can feel unpredictable.

If you want more detail on the class itself, our Shaman guide covers races, totems and quests, and how talents work explains the three-tree system.

What should an Enhancement Shaman pick by level 30?

Warcraft Tavern's level 30 Enhancement build lists six talents: Mental Dexterity, Elemental Weapons, Flurry, Shamanistic Focus, Stormstrike and Improved Ghost Wolf. The guide notes that this build relies on auto attacks and Shocks because it has no Windfury or Maelstrom Weapon.

Two timing rules come from Method. First, Improved Ghost Wolf should be at 2 of 2 points before level 20, which is when you learn Ghost Wolf, and it makes the spell instant. Method rates Ghost Wolf highly from level 20 to 39 and lists a 40% speed boost once it is improved. Second, Stormstrike arrives as a talent at level 25 and becomes your main damage ability.

Sources differ slightly on Windfury. Warcraft Tavern's class page says the level 30 Enhancement build has no Windfury, but its own leveling guide and Method both list Windfury Weapon as a level 30 trainer spell, and Method tells you to switch to a two-handed weapon with it at that point. The class page was written when the beta cap was 20, so it may be out of date. Check your trainer when you reach 30.

Can an Elemental or Restoration Shaman level well?

Yes, but each has a clear job. Warcraft Tavern's level 30 Elemental build runs Concussion, Elemental Alacrity, Call of Flame, Elemental Focus, Improved Fire Nova and Lava Burst, and the guide calls the early Elemental rows "a bit wonky." It also lists two shortcuts: eight points in Restoration for Mindfulness, or eleven in Enhancement for Thundering Strikes and Ancestral Knowledge plus Improved Ghost Wolf.

Restoration is the healer. Its level 30 picks are Ancestral Healing, Nature's Swiftness, Mindfulness, Water Shield and Mana Tide Totem, with Riptide as the capstone. Warcraft Tavern's leveling guide places Water Shield at level 20, Mana Tide Totem at 25 and Nature's Swiftness at 30. For dungeon healing, see Tanks and Healers Explained.

Can a Shaman tank dungeons while leveling?

Method says a Shaman can tank dungeons while leveling, as long as you carry a one-handed weapon and a shield. Its advice is to generate threat with Rockbiter Weapon and Earth Shock, and it adds that Fire Nova now generates threat to you instead of to your Searing or Magma Totem. Warcraft Tavern's leveling guide agrees that an Enhancement Shaman with enough gear may tank lower-level dungeons.

How do you respec a Shaman, and what does it cost?

Go to the class trainer in your capital city, because a trainer only resets talents for their own class. Choose the option "I wish to unlearn my class or legacy talents" and confirm the cost. According to allthings.how (updated September 21, 2026), the first respec costs 1 gold, the second 5 gold, and the price keeps rising to a cap of 50 gold. It lists Legacy talent respecs at 10 gold, but Icy Veins reported on October 9 that the cheapest Legacy Point respec now costs 1 silver in the beta, and that this only applies during the beta. The allthings.how article warns that costs could change, and Warcraft Tavern (September 24) reports that the beta cost dropped to 1 silver if you have not recently changed your talents, which it calls temporary and beta-only.

The Legacy perk named Talented lets talent points unlock up to 5 levels earlier than normal, according to Blizzard. Warcraft Tavern counts it as 5 extra points inside the beta's level 30 cap. See the Legacy System guide for the full list.

What changed for Shaman talents in WoW Forever?

Warcraft Tavern says Maelstrom Weapon only works with Lightning Bolt in Forever, unlike later versions of the game, and that totem twisting is simplified: Grace of Air Totem can be used alongside Windfury or Flametongue Totem without switching. Warcraft Tavern describes the Enhancement capstone, Rage of the Farseer, as a personal Bloodlust on a 3-minute cooldown.

For gear, the level 30 Call of Air quest lets you choose a weapon that matches your spec: Rage of the Storm for Enhancement, Lightnings Grasp for Elemental or Tidebringers Claw for Restoration, according to Warcraft Tavern. The free Lore Forever add-on adds readable zone and quest background while you level, and it does not change class mechanics.

What is not confirmed yet

  • No source has published Shaman talent data for levels 31 to 60. Warcraft Tavern says level 60 builds will be added at launch.
  • Warcraft Tavern's class overview was written when the beta cap was 20, and its leveling page updated that to 30, so older numbers on some pages may be out of date.
  • The stat priority for Enhancement (Hit and Expertise, then Strength, then Intellect) may change at level 60, according to Warcraft Tavern.
  • Dual Talent Specialization is listed at level 40 in Warcraft Tavern's leveling guide, but allthings.how calls it an expected future update. Treat it as unconfirmed.
  • Talent trees themselves appear only as images on several pages, so exact point counts per talent come from text that names talents but not always ranks.
