Why do Blizzard's pages say PST and PDT?
Blizzard's pages mix the two because the dates fall on either side of a clock change. The name reservation opens on October 27 at 1:00 p.m. PDT. By November 4, US clocks have fallen back, so the launch time is written as PST. The two labels are consistent: 3:00 p.m. PST is 23:00 UTC. Is there early access, or a preload before WoW Forever launches?
There is no early-access day. Blizzard Watch reports that Forever launches on November 4 with no separate early-access period, and the reservation window ends on November 3. Blizzard's name-reservation steps tell players to install the WoW: Forever client through Battle.net before they create characters, so some players will have the client before launch day.
We could not find a Blizzard statement about a separate preload for everyone, or about the download size. Treat both as unconfirmed, and see what you need to play for the hardware side.
What should you expect on launch day?
Blizzard has said nothing about launch-day queue lengths. PC Gamer notes that the beta launch already had queue problems, and Blizzard ran a free stress test on October 21 on live servers; characters made in it were wiped, according to Tech Times. Any claim about exact queue times is an expectation, not a published figure.

Who gets in during launch week?
Access to WoW Forever is included with a World of Warcraft Subscription or Game Time, according to Blizzard. Blizzard's Invite-A-Friend Launch Codes, emailed starting October 20, let invitees join from November 4 through 11 without a subscription or Game Time, and they do not include beta access. The Skyborne Epic Pack adds 30 days of Game Time on November 4.
