What Was the Shadow Council? Gul'dan's Warlock Cult Explained

The Shadow Council was the secret cabal of warlocks founded by the orc Gul'dan to serve the Burning Legion and steer the Old Horde from behind its Warchief, and Orgrim Doomhammer destroyed most of it after learning of Gul'dan's deception. In the original game that World of Warcraft: Forever (WoW Forever) rebuilds, Warcraft Wiki places its mixed-race remnants in cult strongholds such as Shadow Hold in Felwood.

Quick answer: Gul'dan gathered former shamans who used dark magic from the Burning Legion, made Blackhand a figurehead Warchief, and helped open the Dark Portal. When Doomhammer learned of the deception he killed Blackhand and most of the council, and its survivors and heirs scattered.

The rise and fall of the Shadow Council
A five-step chain: Gul'dan founds the Shadow Council of warlocks, Blackhand rules as figurehead Warchief, the council and Medivh open the Dark Portal, Orgrim Doomhammer kills Blackhand and most of the council, and remnants such as Cho'gall's Twilight's Hammer and the cults of Felwood survive. Sources: Warcraft Wiki, Engadget.

Behind the Old Horde's Warchief stood a quieter circle of warlocks. Blackhand believed he held real power, and he was the last to learn otherwise.

  • Original-game remnant: Shadow Hold in Felwood, led by Lord Banehollow (Warcraft Wiki)

Who founded the Shadow Council, and what did it want?

Every cabal has a first member. Warcraft Wiki says Gul'dan created the council to help the Old Horde destroy the draenei and spread fel magic across Draenor, and dates it to 7 or 6 years before the Dark Portal opened (the page gives both figures). Engadget's "Know Your Lore" profile of Gul'dan describes an elite sect of former shamans working behind the scenes for Kil'jaeden, who gave Gul'dan his power. Warcraft Wiki calls Blackhand a public figurehead, and Engadget says Blackhand believed he held real power while Gul'dan manipulated him.

Who were the Shadow Council's best-known members?

Warcraft Wiki names Cho'gall, an ogre whom Gul'dan made his foremost apprentice. Engadget calls Cho'gall the ogre leader of the Twilight's Hammer and says he remained loyal to Gul'dan after the council was destroyed. Read The Twilight's Hammer for that cult. Garona appears in both sources: Warcraft Wiki calls her Gul'dan's assassin, and Engadget calls her a Shadow Council agent whose capture and torture exposed Gul'dan's scheme.

What did the Shadow Council do with the Dark Portal?

The council's greatest work was a door. Engadget says Gul'dan and the human wizard Medivh built the Dark Portal together, with Medivh supplying instructions. Warcraft Wiki says Gul'dan and the council agreed to help open it and that Medivh first approached them as a hooded stranger. Read The Dark Portal Explained and The Story of Medivh for what came through.

How did the Shadow Council fall?

Secrets do not keep forever. Engadget says Orgrim Doomhammer learned of Gul'dan's duplicity after Garona was captured and tortured, then killed Blackhand and most of the Shadow Council and took control of the Horde. Warcraft Wiki says Doomhammer attacked Blackrock Spire, killing most of the council's warlocks, and that their spirits were afterward imbued into death knights. Warcraft Wiki adds that Doomhammer let Gul'dan found the Stormreaver clan, and that Gul'dan met his doom in the Tomb of Sargeras. Read The Story of Orgrim Doomhammer for the Warchief who broke it.

Where do the Shadow Council's heirs appear in WoW Forever?

The name outlived the cabal. Warcraft Wiki says that by the original game's era (25 years after the Dark Portal opened) the council had become a conglomeration of races, and that its seat of power, Shadow Hold in Felwood, was under the command of Lord Banehollow. Warcraft Wiki's quest page for Forces of Jaedenar says the council, at Jaedenar in northwest Felwood, worships Burning Legion demons and works to open a path for them to return. Look for them in Felwood, and see the Warlock guide for the class that borrows the same arts. The free Lore Forever add-on shows readable zone and quest background as you play, and the optional Willo voice companion can answer lore questions; both are fan-made. Later in the timeline, outside WoW Forever, Warcraft Wiki records Shadow Hold's leaders being eliminated.

What is not confirmed yet

  • Blizzard has not said which Felwood cult content appears in WoW Forever.
  • The founding date and the Felwood details rest on Warcraft Wiki alone.
  • Warcraft Wiki gives two founding dates (7 and 6 years before the Dark Portal), and Engadget gives none.
