Bailiff Conacher

Within the Lakeshire Town Hall, Bailiff Conacher works closely with Magistrate Solomon to uphold lawful authority in the Redridge Mountains. With the town besieged on all fronts by Blackrock orcs and local gnolls, Conacher cannot rely on standard civic procedures or royal garrisons. Instead, he issues legal decrees that grant passing travelers the authority to administer capital justice on behalf of the realm.

When the dark mage Morganth occupied the Tower of Ilgalar and subjugated the local Shadowhide gnolls to his will, the Court of Lakeshire deemed the beasts complicit in high treason. Since aiding a fugitive and criminal of the Kingdom of Stormwind carries a sentence of death, Conacher invokes Solomon's Law. He directs adventurers to scour the ridges for Shadowhide gnolls, demanding their pendants as legal proof that the crown's law has been carried out.
